A RESOLUTION URGING THE DIRECTOR OF Tt~ DIVISION OF LOCAL ~_EALTH SERVICES OF TI~E STATE ~{EALTH DEPARTMENT TO I~{CLUDE WITHIN tiIS PROPOSED COOPEPcATIVE BUDGET FOR THE NEXT BIENNIUM TIiE FUNDING OF A CERTAIN HEALTH PROG~P3~I FOR THE CITY OF PORTSi.[OUTH KNO~ AS THE RENTAL HOUSING INSPECTION PROGIL%24. ~fHEREAS, in order to obtain partial state funding for the rental housing-inspection program, it is requlred that the Council of the City of Portsmouth, by resolution, request that such funding be included in the State itealth Department's co- operative budget for the next biennium; and ~HEREAS, the City Council deems that the rental housing inspection program is of critical importance to the future welfare of the inhabitants of the City of Portsmouth; and ~C6EREAS, it has been determined by the City Council that such program has in the past contributed to a better and more healthy stock of rental housing within the City by upgrading rental housing units to the minimum housing standards of the City and by forcing the rehabilitation or removal of blighted housing; and ~IER~AS, it is the sense of Council that the best inter- · ests of ~he citizens of the City ~f Port~m'outh w~lI be be'neficiaI!y served by the continuation of the rental housing inspection program. NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia, that it requests and strongly urges the Director of the Division of Local Health Services of the State De- part~ent of Health to include within his proposed cooperative budget for the next bienniLur~ a request for partial funding of theiCity's rental housing inspection program. BE IT FURTiIER RESOLVED that the City of PortsmoUth does hereby co;mnit itself to fund its local share of said program.
