RESOLUTION APPROVING AMEND~E. NT NO. i'TO TBE PARK VIEW CONSERVATION PLAN, VA. R-48, ADOPTED BY THE PORTSMOUTH REDEVELOPMENT A~D HOUSING AUTHORITY. WHEREAS, this Council, by resolution adopted June 25, 1968, approved a Conservation Plan for the Park View Conservation Project Va. R-48, Portsmouth, Virginia, adopted by the Portsmouth Redevelopment and Housing Authority; and WHEREAS, there was presented to this body, for consider- ation and approval, a copy of an amended Conservation Plan forthe Project area, dated October, 1973, which plan shall be referred to upon approval as the "Conservation and RedevelopmentPlan for the Park View Conservation and Redevelopment Project, No. Va. R-48," and consists of 20 pages and three exhibits; and WHEREAS, the Authority has made detailed studies of the physical conditions of structures, land use, environmental influences, and social, cultural and economic conditions of the proposed redevelopment areas and has determined that the said areas to be cleared are blighted, deteriorated, or deteriorating; and WHEREAS, Amendment No. 1 to the Park View Conservation Plan has been approved by the Board of Commissioners of the Authority on October 16, 1973, wP~ch plan is referred to as the Conservation and Redevelopment Plan for the Park View Conservation and Redevelop- ment Project, No. Va. R-48, as evidenced by the copy of said Body's duly certified resolution approving the Plan, which is attached hereto; and WHEREAS, said Am~ndment No. I has been carefully re- viewed and said Conservation~Plan, as amended to a Conservation and Redevelopment Plan, conf~rms to the general ~tan for develop- ment of the City of Portsmouth as a whole, and gives due consider- ation for the provision of adequate parks, pedestrian ways and recreation facilities as required by Section 105(a) of the Housing Act of 1949, as amended; and WHEREAS, the Authority has prepared and submitted a program for the relocation of individuals and families that may be displaced as a result of carrying out the Project in accordance with the Plan; and WHEREAS, a public hearing on this matter was duly held on October 9, 1973; and WHEREAS, in the judgment of this Council it is in the interest of the City and its inhabitants that the said Amendment
