be approved. NOW, THEREFORE, BE IT RESOLVED by the council of the City of Portsmouth, Virginia: Section t. That the aforementioned Amer~h~..ent ~o. t to the Conserva- tion Plan for the Park View Conservation Project, Va. R-48, Ports- mouth, Virginia, redesignated under this amendment to be hereinafter called the Conservation and Redevelopment Plan for the Park View Conservation and Redevelopment Project, Va. R-48, having been duly reviewed and considered, it is hereby found: That th~ objectives of the Park View Con- servation Project, Va. R-48, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. That the said Amendment No. 1 for the project area conforms to the General Plan for the City of Portsmouth as a whole. Ce That it is hereby found and determined that Amendment No. i to said Plan wi!l afford maximum opportunity, consistent with the needs of the .City as a whole, for the con- servation of existing homes, and the partial redevelopment of the area by private, enter- prise for residential reuse. That it is hereby found and determined that the proposed redevelopment areas are blighted,- deteriorated, or deteriorating and qualify as an eligible Project area under'Section 36-49 and 36-49.1, e~.t seq., of the~ Code of Virginia (1950) as amended, and' under Title I of the Housing Act of 1949 as amended. That it is hereby found and determined that the Plan gives due consideration to the pro- vision of adequate park and recreational areas and facilities, as may be desirable for neighborhood L~provement, with special con- sideration for the health, safety, and welfare of children residing in the vicinity of the site covered by the Plan. fe That it is hereby found and determined that the program for the proper relocation of in- dividuals and families displaced in carrying out the Project is feasible and can be reason-
