A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF <br />DOUGLAS AVENUE LOCATED SOUTH OF THE SOUTHERN RIGHT OF WAY <br />LINE OF COLUMBIA STREET (S-73-13). <br /> <br /> WHEREAS, the Virginia Electric and Power Company <br />has made application to vacate and close the hereinafter de- <br />scribed portion of a certain street and it appearing that <br />notice of the application and request for the appointment <br />of viewers was duly posted on July 31, 1973 on the several <br />bulletin boards of the Circuit Court of the City of Ports- <br />mouth and on the bulletin board of the General District <br />Court of the City of Portsmouth. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br /> the City of Portsmouth, Virginia, that Frank N.
