auxiliary structures in rear yards~which together with accumu- <br />lation of debris produces a deleterious effect in some areas <br />of the project; and the members of the Council are aware of <br />these facts and conditions; and <br /> WHEREAS, a general plan has been prepared and is <br />recognized and used as a guide for the general development of <br />the city of Portsmouth as a whole; and <br /> WHEREAS, the Plan for the project area prescribes <br /> certain land uses and will require, among other things, changes <br /> in zoning, the vacating and removal of streets, alleys, and <br /> other public ways, the establishment of new street patterns, the <br /> location and relocation of sewer and water mains and other public <br /> facilities, and other public actions; and <br /> WHEREAS, the Portsmouth Redevelopment and Housing Au- <br /> thority (hereinafter referred to as the "Authority") has pre- <br /> pared and submitted a program for the relocation of individuals <br /> and families who will be displaced by project activities pur- <br /> suant-to the Plan; and <br /> WHEREAS, there have also been presented to this Council <br /> information and data respecting the relocation program which has <br /> been prepared by the Authority from studies, surveys, and inspections <br /> of the project area; and <br /> WHEREAS, it is necessary that this Council take appro- <br /> priate official action respecting the relocation program and the <br /> Plan for the Project, in conformity with Sections 36-49 and 36-49.1 <br /> et. seq., of the Code of Virginia (1950) as amended; and <br /> WHEREAS, this Council is cognizant of the conditions that <br /> are imposed by the provisions of the Housing and Community Develop- <br /> ment Act of 1974, including those prohibiting discrimination be- <br /> cause of race, color, creed, sex or national origin: <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br /> City of Portsmouth: <br /> 1. That it is hereby found and determined that the <br /> Project is a blighted, deteriorated, or deteriorating area and <br /> qualifies as an eligible project area under Sections 36-49 and <br /> 36-49.1, et. Seqo, of the Code of Virginia (1950) as amended. <br /> 2. That it is hereby found and determined that the <br /> objectives of the Plan cannot be achieved through more exten- <br /> sive rehabilitation of the project area. <br /> <br />-2- <br /> <br /> <br />
