A RESOLUTION APPROVING THE REDEVELOPMENT PLAN AND T~ FEASIBILITY OF RELOCATION FOR THE SOUTHSIDE III REDEVELOPMENT PROJECT. ~EREAS, under the provisions of the Housing and Com- munity Development Act of 1974, financial assistance is provided to localities for undertaking and carrying out community develop- ment activities, including the execution of urban renewal pro- jects; and WHEREAS, said urban renewal projects must be approved by the governing body of the locality in which the project is situated and that such approval must include findings by the governing body that: (1) the Urban Renewal Plan will afford maximum opportunity t consistent with the sound needs of the lo- cality as a whole, for redevelopment of the urban renewal area by private and/or public enterprise; and Plan conforms to the general plan for the cality as a whole; and ~HEREAS, an Urban Renewal Plan, (2) the Urban Renewal development of the lo- identified as the South- side Itt Redevelopment Plan (hereinafter referred to as the "Plan"), dated February, 1976, and consisting of 16 pages and 2 exhibits, has been referred to this Council for review and approval; and ~REAS, the Plan for the urban renewal project identi- fied as the Southside III Redevelopment Project, (hereinafter called the "Project"), encompasses the area as described in the attac~ed boundary description in the City of Portsmouth, State of Virginia (hereinafter called the "Locality"), and delineated on the attached exhibits; and YFHEREAS, detailed studies of the locati~, physical con~ dition of structures, land usew environmental influences, and social, cultural, and econimic conditions of the project area have been made and it has been determined that the area is blighted, deteriorated, or deteriorating and that conditions in the area are detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the City of Portsmouth at large, because of the following: There are 185 structures within the pro- ject area. The study of the area revealed that 169 or 91% are structurally substandard to a degree requiring clearance and can- not be economically renovated. Further, this blighted, deteriorated or deteriorating area is detrimental to the safety, health, morals and welfare of the community because of dilapidation and basic en- vironmental deficiencies such as, overcrowding or improper loca- tion of structures on the land; incompatible land use relationships, obsolete building types, inadequate parking and the dilapidation of
