A RESOLUTION APPROVING THE REDEVELOPMENT PLAN AND T~ FEASIBILITY <br />OF RELOCATION FOR THE SOUTHSIDE III REDEVELOPMENT PROJECT. <br /> <br /> ~EREAS, under the provisions of the Housing and Com- <br />munity Development Act of 1974, financial assistance is provided <br />to localities for undertaking and carrying out community develop- <br />ment activities, including the execution of urban renewal pro- <br />jects; and <br /> <br /> WHEREAS, said urban renewal projects must be approved <br />by the governing body of the locality in which the project is <br />situated and that such approval must include findings by the <br />governing body that: (1) the Urban Renewal Plan will afford <br />maximum opportunity t consistent with the sound needs of the lo- <br />cality as a whole, for redevelopment of the urban renewal area <br /> <br />by private and/or public enterprise; and <br />Plan conforms to the general plan for the <br />cality as a whole; and <br /> <br />~HEREAS, an Urban Renewal Plan, <br /> <br />(2) the Urban Renewal <br />development of the lo- <br /> <br />identified as the South- <br /> <br />side Itt Redevelopment Plan (hereinafter referred to as the "Plan"), <br />dated February, 1976, and consisting of 16 pages and 2 exhibits, <br />has been referred to this Council for review and approval; and <br /> <br /> ~REAS, the Plan for the urban renewal project identi- <br />fied as the Southside III Redevelopment Project, (hereinafter <br />called the "Project"), encompasses the area as described in the <br />attac~ed boundary description in the City of Portsmouth, State of <br />Virginia (hereinafter called the "Locality"), and delineated on <br />the attached exhibits; and <br /> <br /> YFHEREAS, detailed studies of the locati~, physical con~ <br />dition of structures, land usew environmental influences, and <br />social, cultural, and econimic conditions of the project area <br />have been made and it has been determined that the area is blighted, <br />deteriorated, or deteriorating and that conditions in the area are <br />detrimental and a menace to the safety, health, and welfare of the <br />inhabitants and users thereof and of the City of Portsmouth at large, <br />because of the following: There are 185 structures within the pro- <br />ject area. The study of the area revealed that 169 or 91% are <br />structurally substandard to a degree requiring clearance and can- <br />not be economically renovated. Further, this blighted, deteriorated <br />or deteriorating area is detrimental to the safety, health, morals <br />and welfare of the community because of dilapidation and basic en- <br />vironmental deficiencies such as, overcrowding or improper loca- <br />tion of structures on the land; incompatible land use relationships, <br />obsolete building types, inadequate parking and the dilapidation of <br /> <br /> <br />
