3. That it is hereby found and determined that the City's current plans for land uses, thoroughfares and community facilities, including those shown on the latest approved general plan of the City of Portsmouth, and approved by the City Council to the extent necessary to coincide with the provisions of said Plan, are hereby revised for the Section of the City covered by the Redevelopment Plan for the Southside iii Redevelopment Pro- ject, to reflect the proposal for land uses, thoroughfares and community facilities shown in said Redevelopment Plan. 4. That it is hereby found and determined that the Plan for the project area will afford maximum opportunity con- sistent with the needs of the City of Portsmouth as a whole, for the rebuilding of the area by private and/or public enterprises. 5. That it is hereby found and determined that the program for the relocation of individuals and families who are displaced by project activities is feasible and can be reason- ably and timely effected to permit the proper prosecution and completion of the Project; and that such safe, decent and sani- tary dwellings or dwelling units available or to be made avail- able to such displaced individuals and families are at least equal in number to the number of displaced individuals and families; are not generally less desirable with regard to public' Utilities and public and commercial facilities than the dwell- ings of the displaced individuals and families in the project area; are available at rents or prices within the financial means of the displaced individuals and families, and are reasonably ac- cessible to their places of employment. 6. That, in order to implement and facilitate the ef- fectuation of the Plan hereby approved, it is found and deter- mined that certain Official actions, as required, must be taken by this Council with reference, among other things, to changes in zoning, the vacating and removal of streets, al,leys, and other public ways, the establishment of new street patterns, the loca- tion of sewer and water mains and other public facilities, and other public actions, and, accordingly, this Council~hereby (a) pledges its cooperation in the execution of the Plan; (b) re- quests the various officials, departments, boards and a~enc~es of the City of PortsmoUth having administrative responsibilities likewise to cooperate ~o such end and to exercise their respective functions and powers in a manner consistent with the Plan; and (c) stands ready to consider and take appropriate action upon pro~ posats and measures designed to effectuate the Plan. 7. That the Plan for the Project, having been duly reviewed and considered, is hereby approved, and the City Clerk -3-
