That Amendment No. 3 will afford maximum oppor- <br />tunity, consistent with the needs of the City as a whole, <br />for the redevelopment of the area by private enterprise <br />for residential reuse. <br /> <br /> d, That the proposed redevelopment areas are blight- <br />ed, deteriorated, or deteriorating and qualify as an <br />eligible project area under Sections 36-49 and 36-49.1, <br />et. seq., of the Code of Virginia (1950) as amended. <br /> <br /> e. That the program for the proper relocation of <br />individuals and families displaced in carrying out the <br />Project is feasible and can be reasonably and timely <br />effected to permit the proper prosecution and completion <br />of the Project. <br /> <br /> 2. That Amendment No. 3 to the Park View Conservation <br />and Redevelopment Plan for the Park View Conservation and Re- <br />development Project, Va.
