19 A RESOLUTION APPROVING AMENDMENT NO. 3 TO Th~ CONSERVATION AND REDEVELOPI~IEI~T PLAN FOR Thee PARK VIEW CONSERVATION AND REDEVELOP- MENT PROJECT, Va. R-48. WHEREAS, this Council, by resolution adopted June 25, 1968~ approved a Conservation and Redevelopment Plan for the Park View Conservation and Redevelopment Project, Va. R-48, Portsmouth, Virginia, which has been amended from time to time; and WHEREAS, there has been presented to this body, for consideration and approval, a copy of an amended Conservation and Redevelopment Plan for the project area, dated February, 1976, which plan consists of 20 pages and 3 exhibits; and ¥~EREAS, the Portsmouth Redevelopment and Housing Au- thority has made detailed studies of the physical conditions of structures, land use, environmental influences, and social, cul- tural and economic conditions of certain sections of the project area and has determined that the said areas to be cleared are blighted, deteriorated, or deteriorating; and ~HEREAS, said Amendment No. 3 has been carefully re'- viewed and said Conservation and Redevelopment Plan conforms to the general plan for development of the City of Portsmouth as a whole; and WHEREAS, said Authority has prepared and submitted a program for the relocation of individuals and families who will be displaced by project activities; and WHEREAS, in the judgment of this Council it is in the interest of the City and its inhabitants that said Amendment be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That Amendment No. 3 to the Conservation and Rev development Plan for the Park View Conservation and Redevelopment Project, Va. R-48 having been duly reviewed and considered, it is hereby found: a. That the objectives of the Park View Conservation and Redevelopment Project, Va. R-48, Portsmouth, Virginia, can be better achieved by the adoption of said amendment.
