67 <br /> <br />A RESOLUTION APPROVING A CONSERVATION PLAN FOR THE CRADOCK <br />CONSERVATION DISTRICT <br /> <br /> WHEREAS, under the provisions of the Housing and Com/aunity <br />Development Act of 1977, financial assistance is provided to localities <br />for undertaking and carrying out community development activities, <br />including the execution of conservation projects; and <br /> WHEREAS, said conservation projects must be approved by the <br />governing body of the locality in which the project is situated <br />and that such approval must include findings by the governing body <br />that: (1) the Conservation Plan will afford maximum opportunity, <br />consistent with the sound needs of the locality as a'whole, for <br />conservation of the project area by private and/or public enterprise; <br />and (2) that Conservation Plan conforms to the~general-plan for the <br />development of the locality as a whole; and <br /> <br /> WHEREAS, a plan, identified as the Conservation Plan for the <br /> Cradock Conservation District (hereinafter referred to as the "Plan"), <br /> dated September 1978, and consisting of five pages and one exhibit has <br /> been referred to this Council for review and approval; and <br /> <br /> WHEREAS, the Plan for the conservation district identified as the <br />Cradock Conservation District (hereinafter called the "Project"), <br />encompasses the area as described in the attached boundary description <br />in the City of Portsmouth, State of Virginia (hereinafter called the <br />"Locality"), and delineated on the attached exhibit; and <br /> <br /> WHEREAS, a study of the project area has been made and it has been <br />determined that the area is deteriorating and eligible for conservation <br />pursuant to Title 36.of the Code of Virginia; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are <br />imposed by the provisions of the Housing and Community'Development <br />Act of 1977, including those prohibiting discrimination on the basis <br />of race, color, creed, sex or national origin: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmonth: <br /> <br />That it is hereby deemed appropriate and in the public <br />interest that a conservation program be carried out in <br />the Cradock neighborhood within the boundaries described <br />in the Cradock Conservation District Plan. <br /> <br />That it is hereby found and determined that the Plan for the <br />project area will afford maximum opportunity, consistent <br />with the needs of the City of Portsmouth as a whole, for <br />the conservation of the area. <br /> <br /> <br />
