66 <br /> <br />-A RESOLUTION APPROVING THE COMMUNITY DEVELOPMENT CITIZEN'S <br />PARTICIPATION PLAN. <br /> <br /> WHEREAS, under the provisions of the Housing and <br />Community Development Act of 1974, as amended, the City <br />of Portsmouth is required to provide citizens with an <br />adequate opportunity to participate in an advisory role <br />in planning, implementing, and assessing the program; and <br /> <br /> WHEREAS, the procedures for accomplishing this <br />have been prepared in a Citizen's Participation Plan and <br />disseminated to citizens in a draft Citizen's Community <br />Development Handbook; and <br /> <br /> WHEREAS, the Citizen's Advisory Committee has endorsed <br />the plans and forwarded it to the City Council for its <br />approval. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the Citizen's Parti- <br />cipation Plan has been reviewed and considered and hereby <br />is, approved and that the City Manager is, authorized to <br />file it along with the 1979 Community Development Application. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held September 26, 1978. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
