A RESOLUTION APPROVING THE 1979 COMMUNITY DEVELOPMENT PROGRAM AND <br />AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION THEREFOR. <br /> <br /> WHEREAS, under the provisions of the Housing and Community <br />Development Act of 1974, as amended, financial assistance is provided <br />to localities for undertaking and carrying our co~munity development <br />activities; and <br /> <br /> WHEREAS, a performance hearing and a needs hearing have been <br />held and this Council has reviewed a 1979 Community Development <br />Program in the City of PortsmoutH; and <br /> <br /> WHEREAS, it is necessary that this Council take appropriate <br />official action respecting said Program to comply with the regulatioms <br />of the aforementioned Act; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are <br />imposed in the undertaking and carrying out of acti¥ities under the <br />Community Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of Portsmouth <br />possesses the legal authority to apply for a grant and execute <br />the proposed Program under the provisions of the aforementioned <br />Act; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct <br />that safeguards be established to prohibit employees from using <br />their positions for a purpose that is or gives the'appearance of <br />being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties. <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the 1979 Community Development Program has <br />been reviewed and considered and hereby is approved in all respects <br />and that the City Manager be, and he hereby is, authorized to file <br />an application and such additional information as may be required for <br />the City's full 1979 entitlement. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the <br />Certifying Officer an~ is the authorized representative of the City of <br />Portsmouth and shall provide assurances as required by the regulations <br />of the Housing and Community Developmenv Act of 1974, as amended, for <br />the approval and execution of such program. <br /> <br /> Adopted by the Council .of the City of Portsmouth, ¥irginia, at a <br />m~eting held September 26, 1978. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
