22 <br /> <br />A RESOLUTION URGING THE ADOPTION AND FUND]/qG BY THE CONGRESS OF THE <br />UN±TmO STATES OF A PRDGRAM OF PA%~gTS TO LOCAL ~S IN LIEU <br />OF P~DPERS~Z TAXES ON PROPERTY OWNED BY THE ~'EDERAL GOVERNMENT. <br /> <br /> WHEREAS, local govermuents are often deprived of substantial <br />revenues which would be collectable if property owned by the Federal <br />C-overnment were subject to tax es private property; and <br /> <br /> WHEREAS, the location of property owned by the Federal C=ove~nraent <br />places continued demands on local gov~t for urban services without <br />c~;~'~nsurate return to the local government; and <br /> <br /> ~, the impact of a substantial amount of Federal property <br />witb/n the boundaries of local govelTmaent jurisdiction crea~es an <br />immense burden on the r~aaining tax base to support the sera, ices re- <br />quired by private and federal property; and <br /> <br /> WHEREAS, ~R-931 was introduced in the U. S. Congress to provide <br />for payments in lieu of real property taxes for local governmental <br />units; and <br /> <br /> WritE, lAS, PL-94-565 has been adopted by tb~ Congress of the Up_ired <br />States and has been funded in the amount of One Hundred Mi]%ion ($100,000,000.) <br />Dollars for payments to certain counties in lieu of taxes on Federally- <br />owned real property; and <br /> <br /> ~iqEREAS, the U. S. Conference of Mayors bas resolved to pursue t-he <br />enactment of a program of payments in lieu of taxes for cities and urban <br />goverr~ents; and <br /> <br /> WS~3~{EAS~ the ~mpact of Federal property amounts to a rea~action in <br />the real estate tax base by thirty-eight percent (38%) in the City of <br />Portsmouth, Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virg/nia, that the Congress of the United States is urged to adopt and fund <br />a program of payments to local governments in lieu of property taxes on <br />property owned by the Federal Govern. <br /> <br /> BE IT FURT~_~ RESOLVED~at the City Clerk be, and she hereby is, <br />directed to forward a certified copy of this resolution to Senator Harry <br />F. Byrd, Jr., Senato~ William B. Scott, Jr., Congressman Rob~-rt W. Daniel <br />and the U. S.
