A RESOLUTION GRANTING A USE PERMIT TO OPERATE A REMOTE pARKING FACILITY FOR THE PORTSMOUTH PSYCHIATRIC CENTER, INC~ BETWEEN BLAIR AND ANN STREET (UP-78-4)~ of persons posed use; WHEREAS, Portsmouth Psychiatric Center, Inc. has made application pursuant to Section 40-78(b) of the Code of the City of Portsmouthw. Virginia~ 1973~ as ~ended, for the granting of a use permit as hereinafter described; and WHEREAS, the Portsmouth Psychiatric Center, Inc., pursuant to UP-?l-6 and UP-76-3, have operated a Psychiatric Hospital and parking facility in the area of Crawford Parkway and Fort Lane; and ~4EREAS, the applicant and the Planning Director have done all things required to be done in connection with said application and the Planning Commission has recommended the granting of said use permit on condition. NOW, THEREFORE~ BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: (a) That the use for which the use permit hereinafter described is sought; (T) Will not adversely affect the health and safety residing or working in the neighborhood of the pro- (2) Will not be detrimental to the public welfare or in~urious to property or improvements in the neighborhood; and (3) will be in accord with the purposes of the Zoning Chapter of the City Code. ~(b) The City of Portsmouth is hereby granting a ~se permit p~rsuant to Section 40-78(b) of the City Code to operate a remote parking facility for the Psychiatric ~ospital which ~parking facility is described as follows: Beginning on the north side of Blair Street 126.5' west from its intersection with For~ Lane; thence west along the north right-of-way line of Blair Street 96'; thence north 116' to a point; thence west 02'; thence north 116' to the south right-of-way line of Ann Street; thence east along said right-of- way 146' to a point; thence south 116'; thence west 42'; thence south 116' to Blair Street, the point of origin.
