36 A RESOLUTION APPROVING THE CAPITAL IMPROVEMENTS PROGRAM FOR 1980 THROUGH 1985 ANDA ONE YEAR CAPITAL IMPROVEMENT BUDGET FOR 1980-81. WHEREAS, the City Manager has submitted to Council the Capital Improvements Program for 1980 through 1985; and WHEREAS, the City Planning Commission, the Citizens Advisory Committee and the Municipal Finance Commission have reveiwed said program and endorsed it; and WHEREAS, a public hearmng has been held to receive public comments on the Capital Improvements Program, on the one year Capital improvement Budget, on the General Revenue Sharing Funds included in the one year Capital Improvement Budget, and on a recommendation to reprogram for equipment purchase Five Hundred Ninety-six Thousand ($596.0OO.) Dollars mn General Revenue Sharing Funds which were previously allocated to the categories of drainage, curbs and gutters, and parks and recreation; and WHEREAS, this Council has considered the Capital Improve- ments Program and the utilization of General Revenue Sharing Funds and finds them to be in proper form and expressive of Council policies in regard to necessary capital improvements. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the aforesaid Capital Improvements Program for 1980 through 1985 and the one year Capital Improvement Budget for 1980-81 are approved subject to later appropriation in the ordinary course of business of the City; and BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that Five Hundred Ninety-six Thousand ($596,000.) Dollars in General Revenue Sharing Funds be reallocated to the purpose of equipment purchases, which funds were previously allocated to the purposes of drainage, curbs and gutters, and parks and recreation.
