31 <br /> <br />A RESOLUTION ENDORSING AN AMENDMENT TO THE UNITED STATES <br />SENATE BILL S-1328 TO ENABLE THE STATE OF VIRGINIA TO BENEFIT <br />FROM THE PROPOSED ADDITIONAL ALLOTMENT OF FUNDS FOR THE <br />CONSTRUCTION OF WASTEWATER TREAT~LENT FACILITIES ~ND SUPPORTING <br />THE PASSAGE OF THIS BILL TO A~4END THE FEDERAL WATER POLLUTION <br />CONTROL ACT. <br /> <br /> WF~EREAS, there is currently pending in %he United States <br />Senate, Senate Bill S-1328 which would provide additional <br />Federal assistance for the construction of wastewater treat- <br />ment facilities to those States which have been prompt in <br />their utilization of previous Wastewater Treatment Facilits; <br />Grant Punds and a virtually identical bill passed by the <br />House of 'Representatives (HR-4t13) in December, 1979~ await~ <br />ing CoF~mittee review in the Senate; and <br /> WHEREAS, if this legislation is enacted by the Congress, <br /> an attempt will be made to pass a supplemental appropriation <br /> for purposes of funding it during F. Yj 1980; and <br /> ~4EREAS, ~he legislation as currently drafted provides <br /> that only those states which had obligated ninety percent (90%) <br /> or more of their F.Y. 1978 Grant Funds by March 31, 1979, would <br /> be eligible to benefit from the proposed legislation during <br /> F. Y- 1980; and <br /> WHE~AS ~nl!e Virginia had not obligated ninety percent <br /> (90%) of its F.~ Y. 1978 Grant Funds by March 31, 1979, it had <br /> obligated inexcess of ninety-six percent (96%) of such funds <br /> by May 31, 1979; and <br /> WHEREAS, the proposed amendment would enable the State <br /> of Virginia to receive an additional Thirty-two Million Dollars <br /> ($32,000, OO0.) , a portion of which will assist the City of <br /> Portsmouth in the construction of wastewater treatment <br /> facilities. <br /> NOW, TF_Ei~EFOR~, BE I~T RESOLVED by khe Council ~of the <br /> City of Portsmouth, Virginia, that this Council endorses the <br /> amendment to Senate Bill S-1328 which will enable ~he State <br /> of Virginia to .benefit from additional Federal assistance in <br /> the construction of waste~ater treatment facilities and <br /> supports the passage of this Bill as amended. <br /> BE iT FURTHER RESOLVED that the City Clerk is hereby <br /> directed to transmit a certified cop~ of this Resolution to <br /> the Honorable Harry F. Byrd, Jr., United States Senate, and <br /> the Honorable John W. Warner, United Skates Senate and the <br /> Honorable Roberk W.
