WHEREAS, this Council recognizes that a significant need <br />exists for implementing programs to provide housing assistance <br />for persons of low and moderate income in the City; and <br /> <br /> WHEREAS, in recognition of these characteristics, the <br />City has determined that any future subsidized housing should <br />be developed in conjunction with neighborhood revitalization <br />strategies. <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br /> (t) That the City Council of the City of Portsmouth <br />hereby directs the Portsmouth Redevelopment and Housing Authority <br />to immediately develop and implement alternative strategies <br />and plans for complying with the Community Development Act's <br />fair housing provision, which alternatives shall include the <br />use_of the Section 8 existing housing assistance payments program. <br />The City Council of the City of Portsmouth is of the opinion <br />that the use of such alternatives is in keeping with the City's <br />Land Use Plan and meets the.requirements of the fair housing <br />provisions of the Community Development Act. <br /> <br /> (2) That the Portsmouth Redevelopment and Housing Authority <br />in cooperation with the City Staff shall meet with the Department <br />of Housing and Urban Development in order to develop, and implement <br />such alternate strategies and plans to assure the release of~ <br />the 1980 Co~wiunity Development Program funds~in order to continue <br />the much-needed improvements in the aforementioned neighborhoods. <br /> <br />AND BE IT FURTHER RESOLVED: <br /> <br /> That the Portsmouth Redevelopment and Housing~Authority is <br />hereby directe~ to amend the Housing Assistance Plan and such <br />other documents as may be necessary to accomplish the intent <br />of this Resolution. <br /> <br /> Adopted by the Cok~ncil of the City of Portsmouth, Virginia, <br />at a meeting held March 25, 1980. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
