WHEREAS, in connection with the effort to address these problem areas the City's Community Development Progra~ has been carried but to primarily benefit low and moderat~ income residents of ~ortsmouth; and WHEREAS, in conjunction with the City's objective to make the greatest possible impact on these problems in an expeditious manner, the City of Portsmouth has been a~ong the first localities in the nation to receive Federal approval of its Co~unity Development Program and has been among the leaders nationwide in the proper utilization of Comm~d/~ity Deve!opmsnt funds; and WHEREAS, the City's Community Development Progra~has addressed problems of blight and deterioration in neigkborhoods on a concentrated basis and in accordance with the wishes of those neighborhoods in order to make the greatest po~ssible improvement to these neighborhoods; and WHEREAS. successful Community Development activities have been undertaken in the Mount Hermon, Southside, Effingham, Cradock: Park View, Olde Towne, Northside and Crawford neigh- borhoods, and the 1980 Community Development funds will be spent in these neighborhoods as well as the Truxton neighbor- hood; and WHEREAS, the construction of low and moderate income housing has been a primary goal in the first five yea~s of this effort, during which time the City of Portsmouth. through the Po~Lsmouth Redevelopment and Housing Authority. has con- structed 654 units of housing for low and moderate income people, including 48 units of housing constructed under the little used Housing of Last Resort provision of the Community Development Act; and ~q{EREAS, another 190 units of housing under the Departmen~ of Housing and Urban Development's Section 8 and SectiOn 202 housing programs are currently in the planning sta~e; and WHEREAS, a recent updating of the Comprehensive Plan in- cluding a Land Use Plan which was adopted by Council on February 26, 1980 indicates that the entire City of Portsmouth is racially or economically impacted and that considerable eare should be given ~o the provision and lo~ation ofadditional lo~r and moderate income group housing projects so as to insure that such h~using does not adversely affect the stability of individual neighbor- hoods or the City as a whole; and
