A RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO <br />REENACT GENERAL P~EVENUE SF2ARING UPON RECONVENtl~G ON NOVE~BER <br />12 , 1980. <br /> <br /> WHEREAS, the General Revenue Sharing Program expired <br />on September 30, 1980 and the October payment %hat cities <br />receive will be their last payment unless General Revenue <br />Sharing is reauthorized by the Congress in a special post- <br />election session beginning November 12, 1980; and <br /> <br /> WHEREAS, General Revenue Sharing is the single most <br />important program of aide to the nations local governments <br />having provided Fifty-six B±!lion Dollars to nearly thirty- <br />nine thousand states and local governments on an entitlement <br />basis since 1972; and <br /> <br /> ~HEREAS, without Revenue Sharing, cities and other <br />local goverrk~ents would have to increase taxes or reduce <br />services, or both; and <br /> <br /> WHEREAS, General Revenue Sharing reauthorization must <br />be the nation's cities highest priority. <br /> <br /> NOW, T~EREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that this Council urges the <br />Congress of the United States to schedule General Revenue <br />Sharing Reauthorization Legislation for floor action as <br />soon after the post-election session begins as possible <br />and urges each m~mber of Congress to vote in favor of <br />General Revenue Sharing reauthorization and against ~mend- <br />ments that weaken the program. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby <br />directed to ~ransmit a certified copy of this Resolution to <br />the Honorable Harry F. Byrd, Jr., United States Senate, and <br />the Honorable John W. Warner, United States Senate, and the <br />Honorable Robert W.
