71 A RESOLUTION APPROVING AN AMENDMENT TO THE 1979 THREE-YEAR HOUSING ASSISTANCE PLAN. WHEREAS, pursuant to a resolution of the Council of the City of Portsmouth on August 12, 1980, the Portsmouth Redevelopment and Housing Authorit~ has prepared, as part of the 1981 Housing and Community Development Program, and submitted to the Council for its approval an amended Three- Year Housing Assistance Plan that deletes Census Tract 128 and adds Census Tracts 125 and 103 as acceptable locations for the construction of new multi-family housing assisted under the Section 8 Housing Assistance Payments Program; and WHEREAS, a public hearing on the proposed amendment has been held and the public has been duly informed of the City's intent to have I00 new multi-family units developed in Census Tract 125 on a specific site.~ NOW, THEREFORE, BE IT RESOLVED by-the Council of the City of Portsmouth, Uirginla, that the a~ended Three-Year Housing Assistance Plan be approved thereby deleting Census Tract 128, and adding Census Tracts 125 and 103 as the only acceptable tracts for the construction of new multi-f~mily housing assisted under the Section 8 Housing Assistance Payments Program; and BE IT FURTHER RESOLVED that the City ~4aDager of the City of Portsmouth and the Executive Director of the Ports- mouth Redevelopment and Housing Authority are authorized to take all necessary actions and to prepare and execute all documents required to adopt the amended Housing Assistance Plan and, submit the same to the Department of Housing and Urban Development and to obtain the release of the City's 1980 Conuuunity Development entitlement funds.
