72 <br /> <br />A RESOLUTION ENDORSING THE FEDERAL PUBLIC TRANSPORTATION ACT <br />OF 1980 (H. R. No. 6417), AND TPiE CLEVELAND ~ENDMENT, SECTION <br />223 OF H. R. No. 6417. <br /> <br /> ~EREAS, the Tidewater Transportation District Commission <br />on August 13, 1980, unanimously endorsed support for the pro- <br />visions of the Federal Public Transportation Act of 1980, and <br />the Clsveland A~endment, and requested that each City Council, <br />which is a member of said District Commission, pass a resolution <br />endorsing this Act and the amendment thereto; and <br /> <br /> WHEREAS, the Cleveland Amendment, Section 223 of H. R. <br />No. 6417, allows for the local option for transportation of <br />the handicapped by each transit operator as opposed to pro- <br />viding a system of total accessability as presently mandated; <br />and <br /> <br /> Whereas, the present mandate to provide total access- <br />ability will require enormous increase in cost which may <br />result in the inability of this City and other local govern- <br />ments to continue to fund the operation of the local trans- <br />portation system; and <br /> <br /> WHEREAS, adoption of the Federal Public Transportation <br />Act of 1980 with the Cleveland Amendment would provide greater <br />flexibility for planning, purchasing and use of equipment by <br />the local transit operator by allowing for specialized equip- <br />ment for transportation of the handicapped. <br /> <br /> NOW, THEREFOREf BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that said Council hereby ex- <br />presses its endorsement of the Federal Public Transportation <br />Act of 1980 (H. R. No. 6417) and the Cleveland Amendment, <br />Section 223 of H. R.
