3. The following conditions are prescribed for this <br />use permit: <br /> <br /> (a) Prior to approval of any building permits, <br />the applicant shall obtain from the appropriate agency of <br />the Commonwealth of Virginia certificates of essential <br />intermediate care and any other permits that may be required <br />for the construction or operat±on of a convalescent or n~rsing <br />home by the law of the COmmonwealth of V±rglnia. <br /> <br /> (b) Prior to the issuance of any building permit, <br />the applicant shall submit to %he City Planning Co~isston <br />for its approval a site plan which site plan shall include <br />adequate off-street parking, loading facilities, fencing <br />or walls and an appropriate vegetation screen from enjoin- <br />ing residential property composed of compact evergreen <br />trees and/or shrub fences. Failure of the Planning Cor~mlssion <br />to approve or disapprove said site at a regular monthly meet- <br />ing within sixty ~60~ days of the date %he site plan is <br />submitted shall be grounds for an appeal to the City Council. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held August 26, 1980. <br /> <br />Teste: <br /> <br />City Cl~rk <br /> <br /> <br />
