A RESOLUTION DIRECTING THE PORTSMOUTH REDEVELOPMENT /LND <br />HOUSING AUTHORITY TO Pt~EPARE PuN A~.~ND~NT TO THE 1979 THREE-- <br />YEAR PLAN IN ACCORDANCE WITH THE REQUIRF~ENTS OF THE 1974 <br />HOUSING AND CO~-~MUNITY DEVELOPMENT ACT, AS A~ENDED, AND TO <br />SCHEDULE A PUBLIC HEARING ON SAID A~4END~4ENT FOR AUGUST 26, <br />1980. <br /> <br /> WHEREAS, the Department of Housing and Urban Develop~.e~t <br />{HUD) imposed conditions upon the City of Portsmouth's <br />Community Develooment contract which required the City to <br />provide for the deconcentration of lo%~ and moderate income <br />housing; and <br /> <br /> WHEREAS, the City has oroceeded to attempt to satisfy <br />tke Regulations promulgated-pursuant to the 1974 HousinG and <br />Community Development Act, as amended; and <br /> <br /> WHERiM~AS, on June 10, 1980, the Council of the City of <br />Portsmouth amended the 1980 Community Development Program <br />and Housing Assistance Plan to include substantial rehabilitation <br />in ~uimpacted census tracts in order to assure and increase <br />safe, decent and sanitary housing in the City of Portsmouth; <br />and <br /> <br /> WHEREAS, the amended contract forwarded by HUD on june <br />12, 1980, prohibited the City from using substantial re- <br />habilitation since it requires for the 1980 Community Develop- <br />ment Program that the proposed units for such rehabilitation <br />must be vacant and subject to a single contract authority; <br />and <br /> <br /> WHEREAS, the data prepared by PRHA and City Staff, <br />have clearly indicated to the satisfaction of the Council, <br />City Manager, and the City's Attorneys that for 19BO, the <br />established needs of the City may be satisfied by the con- <br />struction of tOO units in an unimpacted census tract; <br />and <br /> <br /> WHEREAS, on July 21, 1980, the Mayor, City ~anager and <br />Attorneys met with the Area Manager for HUD, and her Staff, <br />and offered for consideration a new site in census tract 125 <br />that is presently zoned R-60 for the construction of 1OO <br />units; and <br /> <br /> WHEREAS, on July 29, 1980, HUD advised the City that <br />this site had been informally reviewed and that it conforms <br />to the Site and Neighborhood Standards and is acceptable for <br />development of 100 units of housing for low and moderate <br />income families; and <br /> <br /> <br />
