57 A RESOLUTION ENDORSING THE INCLUSION OF THE PYTHIAN CASTLE ON THE VIRGINIA LAND~RKS REGISTER. WHEREAS, the Virginia Historic Landmarks Commission has indicated an interest in including the Pythian Castle located at the intersection of Court and County Streets on the Virginia Landmarks Register and nominating it to the National Register of Historic Places; and ~4HEREAS, the Virginia Landmarks Register is an official listing of places in the Commonwealth judged to have state or national archaeological, architectural and/or historical significance; and W~REAS, the National Register is the Federal Government's official list of historic buildings and other cultural resources worthy of preservation; and ¥~EREAS, if this property is listed in the National Register', there are certain provisions of the Tax Reform Act of 1976 that will encourage preservation of historic depreciable structures by allowing favorable tax treatments for rehabilitations; and WHEREAS, the City Council formally adopted a Revitalization Plan for the downtown area and emphasized architectural con- servation of existing residential and commercial structures and the Pythian Castle is located within the newly established zoning district and is listed in the City's inventory of notable architecture. NOW, THEREFORE, BE IT RESOLVED that the Council of the City ef Portsmouth, Virginia, hereby endorses the inclusion of the Pythian Castle on the Virginia Landmarks Register and its nomination to the National Register of Ristoric Places. BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward certified copies of this Resolution to the Virginia Historic Landmarks Commission.
