56 A RESOLUTION ENDORSING THE PROPOSED REPLACE~-~NT FACILITIES TO BE INSTALLED ON THE FORMER U. S. COAST GUARD BASE BY THE VIRGINIA DEPARTMENT OF HIG~AYS AND TRANSPORTATION AS A PART OF THE DEVELOPMENT OF THE THIRD CROSSING OF THE ELIZABETH RIVER. WHEREAS, the Virginia Department of Highways And Trans- portation has advised that the proposed third tunnel will require total demolition of the pier facilities at the former U. S. Coast Guard Base located between slips numbered 3 and 4 as well as demolition of several structures now located on the'property; and ~qEREAS, the City of Portsmouth has been advised by the Engineering fir_~ of Langley And McDonald that said facilities would best be replaced in order to obtain the most flexibility of use by a pier one hundred fifty feet (150') in width and three hundred sixty-two feet (362') in length with appropriate utilities included; and WHEREAS, the payment to the City of a sum equal to the cost of the proposed replacement facilities would enable replacement of the pier by the City at a later date with such modifications ~s may be required by a proposed use; and WHEREAS, the Council of the City of Portsmouth reaffirms its co~nitment to cooperate with the Virginia Department of Highways And Transportation by providing the necessary con- struction easements and permanent easement (only for actual location of the tunnel) at no cost to the project. NOW, THEREFOP~, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, endorses the proposed replacement facilities to be installed at the former U. S. Coast Guard Base by the Virginia Department of Highways And Transportation as a part of the development of the third crossing of ~he Elizabeth River or in the alternative the payment to the City of Portsmouth of a sum equal to the cost thereof such proceeds to be used for replacement of the pier.
