(b) That ~endment No. 4 to ~he Mount Hermon Conser- <br />vation and Redevelopment Plan conforms to the general plan for <br />the City of Portsmouth as a whole and continues to meet the <br />requirements as a Conservation and Redevelopment Project <br />set forth under Title 36 of the Code of Virginia, 1950, <br />as amended. <br /> <br /> 2.
