42 <br /> <br />A RESOLUTION APPROVING THE REDEVELOPMENT PLAN FOR THE TWIN <br />PINES REDEVELOPMENT PROJECT. <br /> <br /> ~EREAS, under the provisions of the Housing and Corm~unity <br />Development Act of 1974, as amended, financial assistance is <br />provided to localities for undertaking and carrying out <br />community development activities, including the execution of <br />urban renewal projects; and <br /> <br /> W~ER~AS, said urban renewal projects must be approved <br />by the governing body of the locality in which the project <br />is situated, pursuant to Title 36 of the Code of Virglnla, <br />1950, as ~ended, and that such approval, must include findings <br />by the governing body that: .... <br /> <br /> (i) The Urban Renewal Plan will afford maximu~ opportunity, <br />consistent with the sound needs of the locality as a whole, <br />for redevelopment of the urban renewal area by private and/or <br />public enterpr!se; and <br /> <br /> (2) The Urban Renewal Plan conforms to the general plan <br />for the development of the locality as a whole; and <br /> <br /> ?~EREAS, an urban Renewal Plan, identified as the Twin <br />Pines Redevelopment Plan (hereinafter referred to as the "Plan"), <br />dated June, 1981 and consisting of 8 pages and 2 exhibits, <br />has been referred to this Council for review and approval; <br />and <br /> <br /> I~EREAS, the Plan for the urban renewal project identified <br />as the'Twin Pines Project, (hereinafter called the "Project"), <br />encompasses the area as described in the boundary description <br />within the Plan in the City of Portsmouth, State of'Virginia <br />(hereinafter called the "Locality"), and delineated on the <br />attached exhibits; and <br /> <br /> WHEREAS, the Comprehensive Plan for the City of Portsmouth, <br />adopted June, 1980, is recognized and used as a guide for <br />the general development of the City of Portsmouth as a whole; <br />and - <br /> <br /> WEEREAS, the Portsmouth Redevelopment and Housing Authority <br />(kereinafter referred to as the "Authority") has determined <br />that there will be no ~elocation of individuals and families <br />who will b~ displaced by project activities pursuant to the <br />Plan; and <br /> <br /> WHEREAS, Portsmouth. Redevelopment and Housing Authority has <br />resolved that this Plan ~s in the best interest of the City's <br />renewal effort; and <br /> <br /> <br />
