NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that Representative Robert W. Daniel <br />of the Congress of the United States is urged 'to seek adoption <br />and funding by the United States Congress of a program of pay- <br />ments to local governments in lieu of property taxes on property <br />owned by the Federal Government. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and She <br />hereby is, directed to forward a.certified copy of this <br />resolution to Senator Harry F.
