35 <br /> <br />A RESOLUTION URGING REPRESENTATIVE ROBERT W. DANIEL TO SEEK <br />ADOPTION AND FUNDING BY THE CONGRESS OF THE UNITED STATES OF <br />A PROGRAM OF PAYMENTS TO LOCAL GOVERNMENTS IN LIEU OF PROPERTY <br />TAXES ON PROPERTY OWNED BY THE FEDERAL GOVERNMENT. <br /> <br /> ~HEREAS, local governments are ofte~ deprived of sub- <br />stantial revenues which would be collectable if property owned <br />by the Federal Government were subject to tax as private pro- <br />~perty; and <br /> <br /> WNEREAS, the location of property owned by the Federal <br />Government places continued demands on local government for <br />urban services without commensurate return to the local govern- <br />ment; and <br /> <br /> ~EREAS, the impact of a substantial amount of Federal <br />property within the boundaries of local government jurisdiction <br />creates an i~u~ense burden on the remaining tax base to support <br />the services required by private and federal property; and <br /> <br /> W~EREAS, PL94-565 has been adopted by the Congress of the <br />United States and has been funded in the amount of One Hundred <br />Million ($1OO,OOO,OOO.) Dollars for payments to certain counties <br />in lieu of taxes on Federally-owne~ real property; and <br /> <br /> WEEREAS, a major study completed in June, 1980, by the <br />Advisory CommisSion on Intergovernmental Relations reported <br />that federal immunity from local taxes violates major equity <br />principles of public finance, and recommend a Payments in <br />Lieu of Taxes Program based on full tax equivalency of federally <br />owned real properties; and <br /> <br /> WHEREAS, HR-823! was introduced in the U. S. Congress to <br />provide for payments in lieu of real property taxes for local <br />governmental units; and <br /> <br /> ~qEREAS, legislation based on the ACIR Report is expected <br />to be introduced soon into the U. S. House of Representatives; <br />and <br /> <br /> W~EREAS, the value of federal real property in the City of <br />Portsmouth is estimated at $1,766,724,630, an amount which reduces <br />the total city property value by fifty-three percent (53%); and <br /> <br /> ~4EREAS, passage of a comprehensive program of payments in <br />lieu of taxes would do much to improve public serv!ces in the <br />City of Portsmouth as well as to deflate artificially high <br />local tax rates. <br /> <br /> <br />
