Portsmouth and its citizens are thoroughly protected from <br />possible environmental impact on the quality of life that <br />may result from the development and operation of a coal <br />exporting facility in the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth: <br /> <br /> 1. That the City of Portsmouth will appoint repre- <br />sentatives to serve on said Stee~±ng Committee to assure <br />that the interest of the City of Portsmouth and its citizens <br />are thoroughly protected. <br /> <br /> 2. That the City will employ an Environmental Con- <br />sultant to work with the City and its citizens in order to <br />receive an independent appraisal of Federal and State re- <br />quirements as well as VPA Consultant's reports. <br /> <br /> 3. That the Council of the City of Portsmouth requests <br />that the Governor reco~end and the General Assembly approve <br />funding for the Western Freeway to be built in conjunction <br />with the Railroad Project in order to save money and minimize <br />construction related disruptions. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Cler~ be, and she hereby <br />is, authorized to forward copies of this Resolution to the <br />Governor of tke Commonwealth of Virginia, to Senator Willard <br />Jo Moody, Delegate L.
