79 <br /> <br />A RESOLUTION APPROVING THE REDEVELOPMENT PLAN AND THE FEASIBILITY <br />OF RELOCATION FOR THE HATTONSVILLE REDEVELOPMENT PROJECT. <br /> <br />WHEREAS, under the provisions of the Housing and Community <br />Development Act of 1974, as amended, financial assistance is <br />provided to localities for undertaking and carrying out <br />community development activities, including the execution of <br />urban renewal projects; and <br /> <br />WHEREAS, said urban renewal projects must be approved by the <br />governing body of the locality in which the project is <br />situated, pursuant to Title 36 Of the Code of Virginia <br />(1950) as amended, and that such approval must include <br />findings by the governing body that: <br /> <br /> (1) The Urban Renewal Plan will afford maximum opport%k~ity, <br />consistent with the sound needs of the locality as a whole, for <br />redevelopment of the urban renewal area by private ~nd/or public <br />enterprise; and <br /> <br /> (2) The Urban Renewal Plan conforms to the general plan <br />for the development of the locality as a whole; and <br /> <br />WHEREAS, an Urban Renewal Plan, identified as the Hattonsvilte <br />Redevelopment Plan (hereinafter referred to as the "Plan"), <br />dated October, 1981, and consisting of 1t pages and two exhibits, <br />has been referred to this Council for review and approval; <br />and <br /> <br />WHEREAS, the Plan for the urban renewal project identified <br />as the Hattonsville Redevelopment Project, (hereinafter <br />called the "Project"), encompasses the area as described in <br />the boundary description within the Plan in the City of <br />Portsmouth, State of Virginia (hereinafter called the "Locality"), <br />and delineated on the attached exhibits; and <br /> <br />WHEP~EAS, there has been presented to this Council <br />information and data respecting the relocation program which <br />has been prepared by the Authority from studies, surveys, <br />and inspections of the project area; and <br /> <br />~qEREAS, it is necessary that this Council take appropriate <br />official action respecting the Plan for the Project, in <br />conformity with Sections 36-49 and 39-49.1 etc. seq., of the <br />Code of Virginia (1950) as amended; <br />and <br /> <br />WHEREAS, Portsmouth Redevelopment and Housing Authority has <br />resolved that this Plan is in the best interest of the City's <br />renewal effort; and <br /> <br />WHEREAS, this Council is cognizant of the conditions that are <br />imposed by the provisions of the Housing and Community <br />Development Ac~ of 1974, as amended, including those prohibiting <br />discrimination because of race, age, color, creed, sex or <br />national origin; and <br /> <br /> <br />
