78 <br /> <br />A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF <br />THE CITY OF PORTSMOUTH TO ANY EXP~S!ON OR UNNECESS~_RY <br />PROLONGATION OF THE USE OP THE CRANEY ISLAND DISPOSAL <br />D3?.~A AND DIRECTING THE CITY 5~NAGERA~ND THE CITY ATTORNEY <br />TO TAKE ~ATEVER STEPS ARE NECESSARY IN SUPPORT OF THE <br />COUNCIL'S POSITION ON THIS FATTER AT SUCH TIMES AND IN <br />SUCH FORUMS AS ~Y BE NECESSARY. <br /> <br /> W~EREAS, the Army Corp of Engineers has recently announced <br />that it expects to implement a Five Year Management Plan which <br />will permit the extension of the life of Craney island as a <br />disposal area for an additional thirty-six (36) years to aD- <br />proximately 2017 and the raising of the elevation by approxi- <br />mately fifteen C15) feet to approximately plus thirty (+30) feet <br />mean sea level; and <br /> <br /> WHEREAS, such plan is contrary to the findings and con- <br />clusions contained in a document entitled "Norfolk Harbor And <br />Channels, Virginia, Deepening And Disposal Feasibility Report", <br />dated September, 1979, as prepared by the Army Cor~ of Engineers, <br />which reconmmended against the raisinc of the current design <br />level and expanslon to the west of the Craney Island Disposal <br />Area~ and <br /> <br /> WHEREAS, the Craney Island Disposal Area is w~thin the <br />boundaries of the City of Portsmouth and its ultimate develou- <br />men~ as a deep water marine terminat~ a freeport, and related <br />industrial and commercial development is vital to the economis <br />vitality of the City of Portsmouth and the Com~onwealth of <br />Virginia; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />expressed by Resolution its opposition to the expansion <br />Craney Island Disposal Area; and <br /> <br />steadfastly <br />of the <br /> <br /> W~EREAS, the Council of the City of Portsmouth questions <br />whether the Army Corp of Engineers, in preparation of its <br />Management Plan has met the mandates required by Federal Regu- <br />lations regarding the envirom~enta! and economic impact of the Plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that it steadfastly reiterates its <br />opposition to the expansion or unnecessary prolongation of the <br />of Craney island as a disposal area. <br /> <br />use <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br /> <br />
