35 A RESOLUTION ENDORSING THE CLEAN CO~UNITY PROGRA-~ OF THE ....... PORT~M0~THIBEAU~IFtCATION AND CLEAN COMMUNITY COMMISSION; AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING. WHEREAS, the Council of the City of Portsmouth, Virginia recognize~ the existence of a litter problem within the boundaries of this City and has created the Beautification and Clean Community Co~lssion to assist with litter control; and WHEREAS, the Virginia Litter Control Ac% of 1976 provides, through the Department of Conservation and Economic Develop- ~ent, Division of Litter Control, for the allocation of public funds in the form of grants for the purpose of enhancing local l±tter control problems; and ~EREAS, the City of Portsmouth is eligible to submit a grant application for funding for 1983 pursuant to the re- gulations governing the administration and use of such funds, and has revie%~ed and considered the regulations and applications covering administration and use of said funds. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia th&t the Council does hereby endorse the Clean Community Program of the Beautification and Clean Community Commission for the City of Portsmouth, Virginia. BE IT FURTHER~RESOLVED that the Council for the City of Portsmouth authorizes the City Manager to plan, budget and apply for a Grant which, if approved, will be used to fund said progra~ and hereby requests the Department of Conservation and Economc Development, Division of Litter Control, to consider and approve the application and program, said program being in accord with the regulations governing the use and expenditure of such funds.
