The Authority may contract with the incorp- <br />orating political subdivisions, any sanitary district thereof <br />or an~.au~h0rity therein created pursuant to the Act to <br />furnish water service and garbage and trash collection and <br />disposal service upon such terms as the Authority shall <br />determine; provided, ho,~ever, that the same schedule of <br />service rates shall be applicable to all such political <br />subdivisions unless the Authority, by unanimous consent of <br />its members, authorizes different service rates for any one <br />or more of them. The Authority is expressly prohibited from <br />contracting with any other party desiring a supply of water <br />except upon the written consent of the city or county within <br />the geographical boundary of which such party is located. <br /> <br /> Pending completion of the necessary engineering <br />studies and estimates, it is not practicable to set forth <br />herein prel±minary estimates of capital costs and initial. <br />rates for services of proposed projects. <br /> <br /> 2. That this resolution shall become effective when <br />the cities of Chesapeake, Franklin, Norfolk, Portsmouth, <br />Suffolk and Virginia Beach and the counties of Isle of Wight <br />and Southampton have consented to the proposed articles of <br />amendment and have set forth the information herein contained <br />by duly adopted concurrent ordinance or resolution; and that <br />upon the adoption of such concurrent resolution or ordinance by <br />the cities and counties herein named, the proper officer of <br />the City shall be authorized to execute the Articles of <br />A~endment of the Southeastern Public Service Authority of <br />Virginia, and his signature be attested by the Clerk under <br />the official seal of the City. <br /> <br /> 3.
