27 <br /> <br />the Mount Hermon Comm.~nity; <br /> <br /> RESOLUTION ~ <br /> <br /> W-qEREAS, on the 16th day of April, 1983, death brought <br />to a close the active life of Joseph E. Parker, Sr. , a <br />native of Portsmouth, who dedicated his life in exemplary <br />service to promote the development of improved conditions <br />for the citizens of the City of Portsmouth and, specifically, <br /> and <br /> <br /> WHEREAS, Joseph E. Parker, Sr. served as Chairm. an of <br />- the Mount Hermon Project Area Committee, the Mount Hermon <br /> Contmunity League, and the Mount Hermon Community Improvement <br /> Foundation and gave generously of his time and energy in the <br /> interest of the citizens of the City, whose lnteresu· ~ he held <br /> para~nt at all tL~es; and <br /> <br /> WHEREAS~ under his guidance as a leader of th~ conlm, unlty, <br /> ~ ~ ~ trades e~e ach!eyed in the total rebuilding of <br /> s~gn!~mcanu s ~ w ~ <br /> Mount Hermon through extensive housing and community re- <br /> vitalization efforts; and <br /> <br /> WF~REAS, the stature he attained in the con, unity by his <br /> exe~plary <br /> ~z~e and monm~ental achievements were well recog- <br /> lzed du~ing hms Iifetime, and the appreciation of the City <br /> of Portsmouth was exemplified by designating abe gy~nasiu~ <br /> portion of the ne~ly constructed recreational facility in <br /> the Mount Kermon Redevelopment Project as the Joseph E. <br /> Parker, Sr. G~nas~um; and <br /> <br /> ~ . W~REAS~ the cor~munity has suffered a great loss in the <br /> ~passing of Joseph E. Parker, Sr. and join with his family, <br /> 'friends and associates in mourning his death. <br /> <br /> NOW, TH~REFORE, BE IT RESOLVED by the Council of the <br /> City of Portsmouth, Virginia that the sympathy of this body, <br /> acting for the citizens of this City be, and hereby is, <br /> tended to the family of the late Joseph E. Parker, Sr.. <br /> <br /> BE IT FURTHER RESOLVED that this resolution be spread <br /> upon the Minutes of the Council, and that a copy thereof be <br /> presented to his wife, Alice B.
