115 A RESOLUTION GRANTING A USE PERMIT TO BELINDA T. DIL~-JtRD TO OPERATE A CHILD DAYCARE CENTER IN THE NOBLE STREET BAPTIST CHURC~ AT 100 Noble Street. WHEREAS, Belinda T. Dillard, has made application pursuant to ~40-75 (b) of the Code of the City of Ports~Su~th, Virginia, 1973, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Cormuission has recommended the granting of said use permit. NOW, THEREFOREf BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: of persons posed use; (a) Will not adversely affect the health and safety residing or working in the neighborhood of the pro- (b) Will not be detrimental to the public use or injurious to the property or improvements in the neighborhood; and (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code. 2. Belinda T. Dillard is hereby granted a ~se permit pursuant to ~40-75 ~) of the City Code to operate a child daycare center in the Noble Street Baptist Church at 100 Noble Street and on such property as is more particularly described herein: UP-83'-22 Beginning at the southeast intersection of Portsrnouth Boulevard and Noble Street; thence south along the east right-of-way of Noble Street 270'; thence east 120'; thence north 150'; thence east 120' to the west rightrof-way of Grand Street; thence north along said right-of-way 30'; thence west 120'; thence north 90' to the south right-of- way of Portsmouth Boulevard; thence west along said right-of-way 120' to Noble Street, the point of origin.
