(xv) Railroad warning signals and gates shall be <br />provided as required by law or the City of Portsmouth in the <br />interest of traffic safety. <br /> <br /> (xvi) Standard site plan development requirements shall <br />include, but not be limited to, paved access roads and paved <br />drainage ditches. <br /> <br /> (xvii) Extensive painting of the facility shall be <br />of colors to blend with the environment. % <br /> <br /> 3. The operator shall be required to comply with all <br />statutes, ordinances, policies and regulations of federal <br />state and local governments or agencies that may be applicable <br />to the subject use, and shall obtain all necessary licenses <br />and permits required for this use by law. <br /> <br /> 4. Prior to commencement of any coal loading operations <br />on %he subject property, the operator shall provide evidence <br />of compliance with all applicable conditions as stated in this <br />use permit to the City Manager of ~he City of Portsmouth or <br />his designated representative. <br /> <br /> 5.
