(vii) Provisions shall be made to use a crusting or binding agent or a control technique which will affect the same results on the coal storage piles which will keep the opacity level below the stipulated levels in the Virginia Air Pollution Control Board permit; (Viii) There shall be installed, opera~and main- tained, an air quality monitoring system in the Cradock area to monitor the dispursion of coal dust from the rail lines and the terminal. The air quality shall meet the standards established by the Virginia State Air Pollution Control Board; (ix) Ail coal handling and operational facilities shall be designed to maximize dust suppression.~i_The tunnel type coal reclaiming system is the only method of'operation that is acceptable at this time. If for some reason, it is found that this system is not feasible because of the soil or water conditions of the site, an alternative system may be considered by the Council of the City of Portsmouth. Any alternative system must be acceptable in meeting all Virginia State Air Pollution Control permit requirements; (x) Ail site runoff from areas of rail car storage ~nd dumping north of Paradise Creek and the coal pile shall be collected in settlement/treatment ponds. Routine sampling and analysis shall be conducted in accordance with the NPDES permit from the Virginia State Water Control Board to insure that the quality of water discharged from the site after treat- ment meets the standards set in the permit;.: (xi) The coal storage pile shall have a base which conforms to the requirements of the Virginia State Water Control ~oard, as stipulated in the permit; (xii) The o%~ner shall install test wells on site and have them monitored to comply with Virginia State Water Control ~Board regulations for the protection of ground water; (xiii) No vehicular access to the site shall be per- mitted on Victory Boulevard; (xiv) The movement and control of rail traffic through the City shall be in a manner acceptable to the City or its designated representative so as to minimize interference with vehicle traffic on City streets. High speed railroad switching system will be constructed to allow the unit trains %o track into the facility at 15 miles per hour. This system will assure that the George Washington Highway intersection will be cleared in approximately 5 minutes. If such system does not prove effective, the Council of the City of Portsmouth reserves the right to insist upon an alternate method for reducing peak period impacts which would include reducing the number of rail cars per train or prohibiting rail traffic from being operated in connection with the facility during peak vehicle travel which is Monday through Friday from 6:30 A. M. to 8:30 A. M. and 3:30 P. M. to 5:30 P. M.;
