(c) The operator shall present engineering draw- <br />ings and related documents acceptable to the City of Ports- <br />mouth or its designated representative which shall address: <br /> <br /> (t) The construction and operation of the <br />facility; <br /> <br /> C2) The environmental controls to be provided <br />to avoid negative environmental impacts of the facility; <br /> <br /> (3) The movement of rail traff%c to minimize <br />interference with vehicular traffic. <br /> <br /> The drawings and documents shall include, but not be <br />limited to the following: <br /> <br /> (i) Ail coal handling and operational facilities <br />shall be totally enclosed and designed in suck a manner as <br />to minimize noise impacts on the adjacent residential areas; <br /> <br /> (ii) Ail operations structures shall be orientated <br />away from the residential area in Order to reduce noise impacts; <br /> <br /> (iii) The operator shall furnish a report to the City <br />of Portsmouth which will indicate the ambiant noise levels in <br />the Cradock area and will compare these findings w~th future <br />noise levels after commencement of operations to insure fully <br />that all EPA noise level requirements will be complied with; <br /> <br /> ('iv) An earth barrier or comparable screening technique <br />shall be constructed to effect the desire of the City to <br />adequately screen and buffer the adjacent residential area <br />from noise and visual impacts of the Terminal as required by <br />federal, state, and local regulations. The details of such <br />barriers must be approved by the City of Portsmouth as~par~ <br />of the site development review process. Also, the barrier <br />must be constructed as part of the earliest phase possible <br />of construction to further mitigate the impacts of noise and <br />dust during construction. <br /> <br /> er) Along the ElmAvenue frontage, screening and <br />landscaping shall be provided to improve the appearance of <br />this entrance into the City and the development site; <br /> <br /> (vi) The water supply system shall be of sufficient <br />size to acco~odate whatever supply of water is necessary to <br />control dust emissions to the level of opacity-stipulated <br />by the Virginia Air Pollution Control Board for all phases <br />of operation. In addition, sprinkling~devices shall be <br />installed at the toe of the slope of the coal piles as well <br />as at th~ crest and on the loading pier. <br /> <br /> <br />
