A RESOLUTION ESTABLISHING A YOUTH ADVISORY COMMISSION. WHEREAS, the Council of t~e City of Portsmouth, Virginia is of the opinion that the youth of our community should be encouraged to actively participate in community affairs and matters of concern to the City and it's citizens; and WHER~JtS~ the Council is further of %he opinion that a Youth Advisory Co~nnnission could provide assistance and~ advice to the City government on matters of interest to our young citizens and can assist in heluing other youth to understand_ and appreciate the workings of the. City ?overnment and the assets as well as ~t~ problems of t~i~[~.City, and ~?HEREAS, the School Board has requested that the City Council establish ~'You%?~ Advisory Commission to coordinate the participation of the young people of this City in community sponsored progrs~s and activities. NOW; THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia hereby establishes a Youth Ad- visory Conlmission to perfo~ the following functions: (1) To be responsive to the City Government by providing assistance and advice on matters referred to it by the City Council; (2) To assist in helping other youth in the community to understand~and appreciate the workings of the City Govern- ment; [3) To obtain interpretations for youth on those City ordinances; rules and regulations which affect %hem; (4) -To encourage local youth to actively participate in community affairs and matters of concern to the City; [5~ To initiate studies and investigations in the general field of youth and conlmuni~ty interest and to communicate it's findings and recommendations re, the City Council and City A~inistration; ' f6) To help in the ~Ieme~tation of programs reconnnended by the Co~ssion. ~
