(a) <br /> <br />General Increases <br />The City Manager may recommend the granting of Gen- <br />eral Increases for all persons classified under this <br />Plan. <br />Such General Increases will be applied directly to <br />the PAY SCHEDULE such that each grade and step shall <br />reflect the increase. <br />When a General Increase is granted, there is no move- <br />ment on the PAY SCHEDULE; the employee retains the <br />same grade and step designation. <br /> <br />Ingrade Progression <br />Employees will receive their Ingrade Progression, where <br />applicable, on the basis of their position on the PAY <br />SCHEDULE of this Classification and Pay Plan. Specifically, <br />those employees on the A, B, C, D, etc., unshaded regular <br />steps, will continue to progress on these steps, only until <br />they reach the G step (A,B,C,D,E~F,G). Employees on the <br />Ft shaded transitional step, will continue to progress <br /> in the same manner until they reach the Gt step (Ft, Gt). <br />The exception to standard Ingrade Progression is that an <br />employee who attains the Ft step in the PAY SCHEDULE, will <br />progress to the Gt on his/her anniversary date, only if the <br />employee has attained ten (10) years City service. If such <br />employee attains the Ft step with less than ten (10) years <br />City service, his/her progression will be to the G step. <br />Upon attainment of these last steps, (G or Gt), of the <br /> PAY SCHEDULE, paragraph (c)below, pertaining to longevity <br /> increases, applies. <br /> No employee may receive more than one Ingrade Progression <br /> per year except under the provisions of paragraph (e) below. <br /> Ingrade Progression may be withheld from employees by the <br /> Department Head upon submission of two (2) Unsatisfactory <br /> Performance Evaluations to the employee. One Performance <br /> Evaluation must have been conducted prior to, and one <br /> subsequent to, three months before the employee becomes <br /> eligible for the Ingrade Progression. <br /> Any non-probationary employee whose performance is such <br /> that Ingrade Progression is withheld for two consecutive <br /> years, will be demoted or terminated. <br /> <br />Longevity Increases <br />Steps L1 and L2 are included in the Pay Plan solely <br />for the purpose of recognizing service attainment <br />by City employees.
