connection will be the actual cost, as computed by the Department of Public Utilities of the City of Portsmouth, plus an additional twenty (20) percent thereof, or the minimum charge applicable to the type of building served, whichever is greater. (4) When a sewer does not exist in the street adjacent to a building site, sewer lines may be installed by the City to serve such site ~or which the owner of such site shall pay the actual cost plus twenty (20) percent, unless the City Council shall otherwise direct. a. When in the ordinary course of business a portion of a sewer collection system is replaced, as part of routine maintenance and there occurs no improvement to the sewer collection system, no sewer connection fees shall be charged. b. When a substandard sewer collection system connected to a treatment facility is taken out of service and a new collection system connected to a treatment facility replaces such substandard collection system, a sewer connection fee shall be charged in the appropriate sum charged at the time improved service was made available, but not to be less than sixty dollars (6O.00). (e) Water connection fees. The water connection fees shall be as Portsmouth City Council. set forth by the (f) Sewer connections generally: (1) The plumbing inspector shall issue permits and make inspections for connections to the City sewers. A record shall be kept of all sewer connections and inspections. All sewer connections shall be provided with a clean-out at the curb or as near thereto as practicable. (2) Building sewers and water service pipes shall connect to the public sewer and water main at a point designated by the proper municipal authority. This ordinance shall take effect July 1, 1985.
