penalty is paid within one hour after the notice is attached to such vehicle, then the amount of the peanlty shall be two dollars ($2.00) instead of three dollars ($3.00). If the owner of such vehicle fails to make such payment within seventy- two (72) hours of the time when such notice was attached to such vehicle, then an additional notice shall be given such owner and an additional penalty of two dollars ($2.00) shall be charged for the additional notice. All such monies due shall be p~id to the Chief of Police or his designee, who shall be accountable therefor. The failure of such owner to pay the penalty for the violation and the two dollars ($2.00) for the additional notice within eight (8) days from the date of violation shall render such owner subject to the penalty provided in Section 23-292. (b) The contest by any person of any parking citation shall be certified in writing, on an appropriate form to the appropriate district court, by the Chief of Police or his designee. (c) The Chief of Police or his designee shall cause complaints, summons or warrants to be issued for delinquent parking citations. However, before any summons shall issue for the prosecution of a violation of an ordinance regulating parking, the violator shall have been first notified by mail at his last known address or at the address shown for such violator on the records of the Division of Motor Vehicles, that he may pay the fine, provided by law for such violation, within five (5) days of receipt of such notice, and the author- ized person issuing such summons shall be notified that the violator has failed to pay such fine within such time. The notice to the violator, required by the provisions of this section, shall be contained in an envelope bearing the words "Law-Enforcement Notice" stamped or printed on the face thereof in type at least one'half inch in height. 4. That Section 23-293 of the Code of the City of Portsmouth, Virginia, 1973, be amended to read as follows: Section 23-293.
