(1) The number of each parking meter which indicated <br />%hat the vehicle occupying the parking space adjacent to such <br />parking meter is or has been parked in violation of any such <br />regulation. <br /> <br />(2) The state license number of such vehicle. <br /> <br /> (3) The length of time during which such vehicle is <br />parked, in violation of any such regulation. <br /> <br /> (4) Any other facts, a knowledge of which is necessary <br />to a thorough understanding of the circumstances attending <br />such violation. <br /> <br /> (c) Each such police officer shall attach to such vehicle <br />a notice to the owner thereof, that such vehicle has been parked <br />in violation of a provision of such regulation and instructing <br />such owner to report to the Portsmouth Police Department Head- <br />quarters in regard to such violation. Each such owner may, <br />within seventy-two (72) hours of the time when such notice was <br />attached to such vehicle, pay a penalty in the su~ of three <br />dollars ($3.00) for each hour, or fraction thereof, during <br />which such vehicle occupied such parking space in violation of <br />any of the provisions of such regulation; provided, however, that <br />if such penalty is paid within one hour after the notice is <br />attached to such vehicle, then the amount of the penalty shall <br />be two dollars ($2.00) instead of three dollars ($3.00). If <br />the owner of such vehicle fails to make such payment within <br />seventy-two (72) hours of the time when such notice was attached <br />to such vehicle, then an additional notice shall be given such <br />owner, and an additional penalty of two dollars (2.00) shall be <br />charged for the additional notice. All such monies due shall <br />be paid to the Chief of Police or his designee who shall be <br />accountable therefor. <br /> <br /> The failure of such owner to pay the penalty for the <br />violation and the two dollars ($2.00) for the additional notice <br />within eight (8) days from the date of violation shall render <br />such owner subject to the penalty provided in Section 23-292. <br /> <br /> (d) The contest by any person of any parking citation <br />shall be certified in writing, on an appropriate form to the <br />appropriate district court, by the Chief of Police or his <br />designee. <br /> <br /> (e) The Chief of Police or his designee shall cause <br />complaints, summons or warrants to be issued for delinquent <br />parking citations. However, before any summons shall issue <br />for the prosecution of a violation of an ordinance regulating <br />parking , the violator shall have been first notified by mail <br />at his last known address or at the address shown for such <br />violator on the records of the Division of Motor Vehicles, that <br /> <br />5 <br /> <br /> <br />
