(b) The contest by any person of any parking citation <br />shall be certified in writing, on an appropriate form to the <br />appropriate district court, by the Chief of Police or his <br />designee. <br /> <br /> (c) The Chief of Police or his designee shall cause <br />complaints, summons or warrants to be issued for delinquent <br />parking citations. However, before any summons shall issue for <br />the prosecution of a violation of an ordinance regulating <br />parking, the violator shall have been first notified by mail <br />at his last knoWn address or at the address shown for such <br />violator on the records of the Divis!on of Motor Vehiclesw that <br />he may pay the fine, provided by law for such violation, within <br />five (5) days of receipt of such notice, and the authorized <br />person issuing such summons shall be notified that the violator <br />has failed to pay such fine within such time. The notice to <br />the violator, required by the provisions of this section, shall <br />be contained in an envelope bearing the words "Law-Enforcement <br />Notice" stamped or printed on the face thereof in type at least <br />one-half inch in height. <br /> <br /> 3.. That Section 23-290 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended to read as follows: <br /> <br />Section 23-290. Procedure in case of violation. <br /> <br /> (a) It shall be the duty of the police officers of the <br />City, acting in accordance with instructions issued by the Chief <br />of Police, to report: <br /> <br /> (1) The number of each parking meter which indicated <br />that the vehicle occupying the parking space adjacent to such <br />parking meter is or has been parked in violation of any of the <br />provisions of this division. <br /> <br />(2) The state license number of such vehicle. <br /> <br /> (3) The length of time during which such vehicle ms <br />parked in violation of any of the provisions of this division. <br /> <br /> (4) Any other facts, a knowledge of which is necessary <br />to a thorough understanding of the circumstances attending such <br />violation. <br /> <br /> Each such police officer shall attach to such vehicle a <br />notice to the owner thereof, that such vehicle has been parked <br />in violation of a provision of this division and instructing <br />such owner to report to the Portsmouth Police Department Headquarters <br />Division of the City, in regard to such violation. Each such owner <br />may, within seventy-two (72) hours of the time when such notice <br />was attached to such vehicle, pay a penalty in the sum of three <br />dollars ($3.00) for each hour or fraction thereof, during which <br />such vehicle occupied such parking space in violation of any of <br />the provismons of this division; provided however, that if such <br /> <br /> <br />
