AN ORDINANCE TO APPROPRIATE $11,700. FROM THE CAPITAL <br />IMPROVEMENT FUND FOR DESIGN OF THE ENTRANCE TO THE MANOR <br />BRANCH LIBRARY. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, virginia, that the sum of Eleven Thousand <br />Seven Hundred and 00/100 ($11,700.)
