after the final decision on the certificate of intent or the <br />certificate of compliance is ~endered by the Design <br />Committee. The filing of the appeal shall stay the decision <br />of the Design Committee pending the outcome of the appeal, <br />except that the filing of the appeal shall not stay the <br />decision of the Design Committee if such decision denies the <br />~ight to ~aze or demolish a building or structure. <br /> <br /> Appeals may be taken f~om any such action o~ decision of <br />the City Council to the Circuit Court of the City of <br />Portsmouth for review by filing a petition at law, setting <br />forth the alleged illegality of the action of the Council, <br />provided such petition is filed within thirty days after the <br />final decision on the certificate of intent or the <br />certificate of compliance is rendered by the City Council. <br />The filing of the said petition shall stay the decision of <br />the Council pending the outcome of the appeal to the Court, <br />except that the filing of such petition shall not stay the <br />decision of the Council if such decision denies the ~ight to <br />raze o~ demolish a building o~ structure. <br /> <br /> 3.
