Section 4. That pursuant to the declaration of a <br />state of emergency by the Governor of this Commonwealth <br />on September 26, 1985, and the provisions of this <br />Ordinance, a local emergency existed in the City of <br />Portsmouth. <br /> <br /> Section 5.
