AN ORDINANCE CONFIRMING THE DECLARATION OF A LOCAL EMERGENCY BY THE DIRECTOR OF EMERGENCY SERVICES (CITY MANAGER), RATIFYING ALL ACTIONS TAKEN PURSUANT THERETO, AND DECLARING A L6CAL EMERGENCY AND THE END THEREOF. WHEREAS, because of the threat anticipated from a hurricane designated as "Gloria", which appeared to be of unprecedented size and destructiveness occurring in the evening of September 26, 1985 and continuing thereafter into the morning hours of September 27, 1985: and WHEREAS, because of the necessity for the preservation of the public peace, health and safety, and to p~eserve the lives and property and economic well-being of the people of the City of Portsmouth, a state of emergency had been declared by the Governor of the Commonwealth and the local emergency declared by the Director of Emergency Services (City Manager) of the City of Portsmouth; and WHEREAS, the action of the local directo~ of emergency services (City Manager) of the City of Portsmouth being deemed by the Council to have been prudently undertaken must be confirmed by the Council and actions taken pursuant thereto ratified. BE IT ORDAINED by the Portsmouth, Virginia: Council of the City of local emergency heretofore Section 1. That the declared by the City Manager at 9:00 p. m. on Thursday, September 26, 1985, acting as the local director of emergency services in accordance with authority granted in Chapter 3.2 of Title 44 of the Code of Virginia, 1950, as amended, is hereby confirmed. Section 2. That the local director of emergency services (City Manager) is hereby authorized to exercise in the name of the City all authority granted thereto by Chapter 3.2 of Title 44 of the Code of virginia, 1950, as amended, and in furtherance thereof, undertake such actions as in his judgment are proper including, but not limited to, action authorized by Section 44-146.21 of the Code of VirginIa, 1950, as amended, and hereby ratifies any such actions heretofore taken by him. Section 3. That the local emergency declared hereby expired at 10:00 a. m. on Friday, September 27, 1985, as declared by the director of emergency services (City Manager).
