AN ORDINANCE TO ~4END THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTIONS 4-1, 4-2, 4-11, 4-23, <br />4-24, 4-25, 4-26, 4-27, 4-44, 4-48, 4-49, 4-63, 4-65, AND <br />4-68 OF CHAPTER 4 TPiEREOF, PERTAINING TO ANIMALS AND FO%~. <br /> <br /> BE IT ORDAINED by the Council of <br /> Virginia: <br /> <br /> 1. That Sections 4-1, <br />-4-26, 4-27, 4-44, 4-48, 4-49, <br /> 4 of the Code of the City of <br /> amended to read as follows: <br /> <br />the City of Portsmouth, <br /> <br />4-2, 4-11, 4-23, 4-24, 4-25, <br /> 4-63, 4-65, and 4-68 of Chapter <br />Portsmouth, Virginia, 1973, be <br /> <br />Section 4-1. Cruelty. <br /> Any person who overrides, overdrives, overloads, tortures, <br />ill-treats, abandons, willfully inflicts inhumane injury or <br />pain to, not connected with bona fide scientific or medical <br />experimentation, or cruelly or unnecessarily beats, mames, <br />mutilates or kills any animal, whether belonging to himself <br />or another, or deprleves any animal of neccessary sustenance, <br />food or drink, or causes any of the above things, or being <br />the owner of such animal permits such acts to be done by <br />another; or who willfully instigates, engages in, or in any <br />way furthers any act of cruelty to any animal; or carries <br />or causes to be carried in or upon any vehicle or vessel or <br />otherwise any animal in a cruel, brutal or inhumane manner, <br />so as to produce torture or unnecessary suffering or causes <br />any of the above things or being the owner of such animal <br />permits such acts to be done by another, shall be guilty of <br />a Class 1 misdemeanor; but nothing in this section shall be <br />construed to prohibit the dehorning of cattle. <br /> <br />Section 4-2. Animal fights. <br /> <br /> If any person engages in the fighting of cocks, dogs, or <br />other animals, for money, prize, or anything of value, or upon <br />the result of which any money or other thing of value is <br />bartered or wagered, or to which an admission fee is charged, <br />directly or indirectly, or for any championship, he shall be <br />guilty of a Class 3 misdemeanor. <br /> <br />Section 4-11. Animal wardens generally~ <br /> (a) Appointment. The City Council authorizes the City <br /> Manager to appoint animal wardens for the City. <br /> <br /> <br />
